This topic brief highlights best practices from existing state and utility programs that support industrial electrification—specifically the deployment of industrial heat pumps (IHPs). These programs play a key role in providing the financing and technical assistance needed for electrification projects. They are also critical for helping states and utilities achieve energy and emissions goals, create long-lasting jobs, and maintain the competitiveness of their manufacturing sectors.
Key recommendations for new program design include planning for additional electric load, offering capital for direct project implementation, and fostering close collaboration among relevant stakeholders. Our findings are based on interviews we conducted with program administrators at three state energy offices and three utilities.
