This set of three topic briefs identifies key federal funding opportunities that states and utilities can use to support retrofit and replacement programs for manufactured housing.
Manufactured homes represent the largest source of unsubsidized affordable housing in the United States, and roughly half of the residents are low-income. Residents of these homes face high rates of energy insecurity and exposure to health and safety risks from poor indoor air quality or deteriorating building components. Using federal, state, and ratepayer funds, states and utilities can improve quality of life for residents of manufactured housing by implementing energy efficiency programs tailored to these homes.
