City and community leadership are more important than ever.

ACEEE is helping cities and communities advance energy efficiency and electrification in their local economies. Doing so builds healthier, more affordable, and more resilient neighborhoods. The policies and programs we help advance lower energy bills, reduce pollution, and ensure all residents benefit from the energy transition.

The work is essential. Communities across the country are facing rising energy costs, housing affordability pressures, aging infrastructure, and growing climate risks. In response, local leaders are advancing practical solutions that improve everyday life. Because local governments are closest to the communities they serve, they are often best positioned to design equitable, place-based solutions that respond directly to community needs — and often pioneer the policies and programs that eventually shape state and federal action.

ACEEE’s work combines rigorous research, policy expertise, strategic convening, and technical support. We publish data-driven resources such as the City Clean Energy Scorecard, which highlights cities’ clean energy progress and best practices while helping communities identify opportunities for further action. We provide technical assistance to jurisdictions to advance upgrades to rental and affordable housing, as well as to transportation system efficiency. We also convene local governments, helping leaders share knowledge, strengthen capacity, and accelerate collective progress. By combining national research leadership with on-the-ground implementation support, we help local governments translate ambitious energy and climate goals into measurable results.

We strive to meet cities where they are, helping jurisdictions advance practical solutions in the following areas: 

• Policies and programs that improve the energy efficiency of new and existing buildings and reduce energy bills, particularly for affordable housing.
• Commitments and strategies that reduce transportation energy use, expand access, and lower greenhouse gas emissions.
• Partnerships with community-based organizations, energy utilities, and other local stakeholders to co-create solutions and accelerate progress.
• Integration of racial and social equity into clean energy planning and implementation to directly benefit underserved communities.
