This report examines possible scenarios for the various proposals thathave been introduced to enact national multi-pollutant cap-and trade policies. The analysis includes costs, economic benefits, and environmental impacts of using energy efficiency as a compliance option to meet possible new air emissions regulations affecting the electric power sector.. It also includes recommendations for effectively incorporating energy efficiency as an explicit compliance option for meeting emission reduction targets.
