This is the second annual edition of the popular ACEEE state-by-state rankings on energy efficiency. The policy scorecard rates the states on eight energy efficiency areas including: utility-sector and public benefits programs and policies; transportation polices; building energy codes; combined heat and power; appliance efficiency standards; state facilities and fleets; research, development, and deployment; and financial and information incentives. The top 10 states are California, Oregon, Connecticut, Vermont, New York, Washington, Massachusetts, Minnesota, Wisconsin, and New Jersey. The notable "most improved" states from our 2007 rankings were Idaho, Florida, Maryland, and Ohio.
