When Transportation Decisions Shape Housing: Developer Insights on Delivering Housing in Connected Communities

Housing developers play a central role in shaping the built environment, and their work significantly influences the transportation system in impactful but often overlooked ways. Cities and developers can better meet housing, mobility, and affordability goals when transportation and land use policies are aligned. ACEEE interviewed for-profit and nonprofit housing developers to understand ways in which transportation policies and investments influence what gets built. Our findings offer several targeted recommendations for both policymakers and developers.

Key Findings:

  • Developers represent an underutilized but highly motivated partner for delivering public benefits, even beyond formal project requirements.
     
  • Cities should remove (rather than reduce) minimum parking requirements to achieve the full scale of impact of this policy reform.
     
  • By making plans for future transportation improvements readily accessible to both zoning officials and housing developers, cities can help create more opportunities to “dig once” and deliver projects more efficiently.
     
  • Better alignment between housing, zoning, and transportation policymakers can help ensure public funds are directed to maximize impact, minimize redundancy, and boost affordability.
