This report reviews the experience in using energy efficiency as a compliance mechanism under Title IV of the Clean Air Act Amendments of 1990. It summarizes lessons learned from that program and offers recommendations for future multi-pollutant policies. Energy efficiency can clearly reduce energy use and associated air emissions. The report critically examines the results of the first national level effort to include energy efficiency as an option for meeting air emissions regulations.
