Anna Johnson

Senior Policy Manager, State & Utility Program

Anna Johnson is an ACEEE alumni as of 2026.

Anna Johnson works across ACEEE teams to develop and manage state policy strategies, while leading research on equitable rate design and utility policy. She joined ACEEE in 2022 and has also led research projects within the industrial sector, with a focus on industrial electrification and demand flexibility, and policy pathways to a cleaner and safer chemicals manufacturing sector.

Prior to joining ACEEE, Anna worked at the Western Pennsylvania Conservancy, in the Pennsylvania Natural Heritage Program as a conservation planner and communication specialist. She developed public-facing reports and geospatial databases to help prioritize state-level conservation management and planning goals.

Anna earned a PhD in geography and environmental systems from University of Maryland, Baltimore County, and a bachelor of arts in liberal arts from St. John’s College.
