The PSC is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services.
This position offers a hybridized work schedule that offers the option to work remotely with one in office day required every month. A greater in-office presence may be required periodically for meetings, events, training, onboarding, or other operational needs. This schedule may change based on operational needs and organizational requirements. The position is headquartered at the Hill Farms State Office Building in Madison, WI. Employees will be generally expected to telework from within the State of Wisconsin. Further questions regarding hybrid and remote work may be discussed more at the time of the interview.

The Manager of the Office of Rates and Finance (Program and Policy Chief) is a critical member of the core management team (CMT) within the Division of Energy Regulation and Analysis (DERA). The position provides highly complex technical, liaison, analytic, and coordinative functions contributing to the proactive regulation of the energy utility industry. This position is responsible for managing the overall portfolio of municipal electric rate cases and financial dockets, which includes oversight of staff resource planning, distributing work assignments, removing barriers for the team, seeking resolutions, and working closely with CMT and other leadership to ensure all requirements are met.
This position supervises a professional team of Public Utility Rate Analysts and Public Utility Financial Analysts that helps coordinate, review, and analyze electric utility rate cases, tariff filings – which include new/novel proposals, financial risk management dockets, utility requests to issue stocks and bonds, and requests to qualify as renewable energy facilities. This position will also direct the work of multi-disciplinary teams examining major regulatory issues related to utility rate making and financial regulation of electric utilities.
This position will also be responsible for the development of complex policies, including innovative ratemaking and financial matters; assisting with the formulation, planning, and implementation of division or agency-wide initiatives and goals and objectives; and representing the Commission before the public, other state agencies, local and federal agencies, and private organizations. The Manager is also responsible for developing and supporting continuous improvement procedures, policies, and work practices within the Office that support the overall goals of the Office, Division, and Agency.

This position is in schedule-range (81-02) with an annual salary of $92,477-$111,093, plus excellent benefits. A 2-year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
