The Public Service Commission of Wisconsin (PSC) is currently recruiting for a Focus on Energy Performance Lead (Program and Policy Analyst - Advanced) to join our team in the Division of Digital Access, Consumer and Environmental Affairs – Office of Energy Innovation.
The PSC is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services.
This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building in Madison, WI at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

The Focus on Energy Performance Lead provides lead policy analysis and oversees all aspects of evaluation, market research, and measurement and verification for the energy efficiency and renewable resource programs that make up Focus on Energy as well as federally funded programs delivered by Focus on Energy. This position assures that the Focus on Energy programs are evaluated against statutorily established program objectives. This position will also work with internal and external partners in the development and maintenance of the Focus on Energy enterprise data tracking system.
The Focus on Energy Performance Lead position provides oversight of voluntary utility programs, utility administered programs and large customer self-directed programs provided for under Act 141, including evaluation of these programs, and is responsible for municipal and electric cooperative activities related to energy efficiency programs.

This position is in schedule-range 07-03 with an annual salary of $66,560-$94,994, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

- Experience leading or supporting stakeholder driven processes to develop recommendations or guidance on policies, processes, or procedures.
- Experience working with the Focus on Energy Program, or other related energy efficiency, renewable energy, or sustainability related programs as more than a consumer.
