Describes and analyzes 10 major policies that the U.S. could adopt in order to met our Kyoto Protocol target. Policies range from implementing stronger energy efficiency standards to promoting energy efficiency and renewable energy in utility restructuring and to requiring tougher emissions standards on coal-fired power plants. The study shows that it is still possible to meet our carbon emissions target with broad economic and environmental impacts.
