Impacts of the Energy Savings and Industrial Competitiveness Act

This updated analysis of key provisions in the Energy Savings and Industrial Competitiveness Act (also known as Portman-Shaheen, S. 2137/HR 3962) finds that they would save $51 billion net after investments, 32 quadrillion Btu of energy, and 1.3 billion metric tons of carbon dioxide, about as much emissions as from all cars and light trucks in a year (cumulative savings for the life of measures through 2050). The largest savings are from building energy codes, the SAVE Act on mortgage underwriting, and Industrial Assessment Centers.
