Understanding Energy Affordability

This policy brief provides an overview of energy affordability across the US. We define the concept of energy burden and some of the main drivers. We also examine how burdens vary across urban and rural areas and for certain households, such as multifamily, elderly, nonwhite, and low-income. We conclude with best practices for increasing energy efficiency and energy affordability for low-income and energy-burdened households.
