The study surveyed providers of professional building services (commissioning providers, engineers, government officials, and architects) and building owners and operators to evaluate the level of knowledge about building commissioning, determine methods to better educate individuals about the benefits of building commissioning, and gather opinions on strategies for increasing its use.

This report examines spending and savings trends across 48 major U.S. utilities, identifies barriers to expanding low-income programs and highlights policies and program strategies that can improve energy affordability and equitable access to efficiency upgrades.
