The Next Generation Codes Coalition supports states and jurisdictions in adopting forward-looking enhancements to the residential chapter of the International Energy Conservation Code (IECC). These enhancements significantly reduce energy use and emissions in new homes, placing states on a clear pathway to dramatically improved energy efficiency.
The Coalition is developing three distinct amendment packages for state and local adoption:
- Zero Ready: A practical, achievable baseline inspired by the Department of Energy’s Zero Energy Ready Home program, which has successfully certified over 30,000 homes across the United States. Under current law homes built to the Zero Energy Ready Homes program standards qualify for a $5000 federal tax incentive.
- Advanced Efficiency: A comprehensive package promoting very high levels of energy efficiency, potentially incorporating elements from Passive House standards and additional efficiency measures.
- Full Efficiency and Renewables: The highest tier of efficiency combined with renewable energy integration, designed to balance annual energy consumption and emissions to near-zero.
Led by ACEEE, the Next Generation Codes Coalition comprises the states of California, Colorado, Maryland, Massachusetts, New York, and Washington, as well as the City of Seattle, Enterprise Community Partners, the National Association of State Energy Officials (NASEO), and the New Buildings Institute (NBI).

Other Project Components
Beyond the amendment packages, the Next Generation Codes Coalition will:
- Develop comprehensive supporting materials and analytical resources to facilitate the adoption and effective implementation of the amendments.
- Provide targeted technical assistance (TA) to states, local jurisdictions, and utilities within participating Coalition states to support amendment adoption and the promotion of higher-efficiency tiers.
- Continually update and refine amendments and support materials based on real-world adoption experiences and stakeholder feedback.
- Propose these amendment packages as technical appendices for inclusion in the 2030 IECC.
