Rachel Aland

Transportation Director

Rachel Aland leads ACEEE’s Transportation Program. In this role she oversees transportation-related research and the development of policy priorities focused on transforming freight and passenger transportation systems to be more efficient, sustainable, and equitable. Rachel joined ACEEE in 2024.

In Rachel’s previous role as Freight Program Manager at the Coalition for Reimagined Mobility, she led efforts to reduce freight sector emissions through digitization. Additionally, in partnership with sister organization the Electrification Coalition, she launched a port electrification program focused on electrifying port equipment and trucks servicing ports. Rachel has also worked for CPCS, a freight-focused consulting firm, where she led U.S. federal engagement and the company’s connected, autonomous, and electric vehicle strategy. Before CPCS, while at the World Bank Singapore, she worked with local governments across Southeast Asia to improve regional connectivity and mobilize private sector resources in transportation and energy infrastructure.

Rachel has a masters of city planning with a focus on sustainable transportation and infrastructure planning from the University of Pennsylvania and a bachelor of arts in urban studies from Brown University.
