David Ribeiro

Director of Local Policy

Dave Ribeiro is the Director of Local Policy at the American Council for an Energy-Efficient Economy (ACEEE), where he leads efforts to scale up local, equitable energy efficiency strategies. He directs the program’s strategic vision, research and technical assistance agenda, and implementation work in cities and communities. 

Dave oversees key initiatives including Residential Retrofit for Energy Equity (R2E2) to scale community-scale affordable housing retrofit programs; Energy Equity for Renters to incubate and implement rental efficiency strategies with cities and community-based organizations; and the Energy Efficiency and Conservation Block Grant Program (EECBG) Blueprint Cohorts for EECBG grantees. Dave oversaw the annual City Clean Energy Scorecard from 2015 to 2020, benchmarking dozens of cities on their energy efficiency and clean energy efforts. He joined ACEEE in 2013.

Before joining ACEEE, Dave was a policy advisor at the NYC Department of Environmental Protection. He holds a bachelor of arts in history from the College of the Holy Cross and a master in science in energy policy and climate from Johns Hopkins University.
