The Director of Human Resources at the Clean Energy Buyers Association (CEBA) is responsible for developing and executing HR strategies that foster a dynamic, high-performing, and mission-driven organizational culture. Reporting to the Chief Business Officer (CBO), this leader will shape CEBA’s workforce through strategic HR initiatives, driving operational excellence and supporting CEBA’s mission to advance low-cost, reliable, carbon emissions-free global energy systems.
Core Responsibilities:
Strategic Leadership & Culture Development
- Develop and execute CEBA’s human resource strategy to support organizational strategy and growth.
- Advise the CBO and senior leadership on talent acquisition, retention, and development.
- Lead organizational change and professional development initiatives.
- Work closely with the executive leadership team, and particularly the Corporate Communications leadership, to craft and deliver appropriate internal communications.
- Champion and ensure equitable HR policies and practices.
Talent Acquisition, Succession Planning & Leadership Development
- Assess future staffing needs, ensuring a strong talent pipeline and succession planning.
- Oversee recruitment and hiring, particularly leadership positions, including managing external consultants and/or recruiting firms.
- Identify and develop organizational leaders.
HR Operations, Compliance & Risk Management
- Identify, mitigate, and manage employment-related risks, including engagement with external legal counsel.
- Ensure compliance with multi-state labor laws and federal regulations.
- Oversee HR systems, workflows, and benefits programs.
- Manage compensation structures and maintain accurate employee records.
Employee Engagement, Conflict Resolution & Workplace Policies
- Address employee concerns, mediate conflicts, and foster professional relationships.
- Promote an inclusive, engaging workplace that supports employee well-being and growth.
- Develop and manage policies on hybrid and remote work.
Supervisory Responsibilities:
- Directly manages the HR team and personnel.
- Develops, implements, and monitors budgets to support organizational goals and financial sustainability
Role Demands:
- Prolonged periods of desk work and computer use.
- Must communicate effectively in verbal and written forms.
- As the organizational lead on HR matters, the candidate may need to occasionally work non-traditional hours.
Qualifications:
Required:
- 12+ years of HR leadership experience if no higher education, OR
- 9+ years HR experience + Bachelor’s Degree, OR
- 7+ years HR experience + Master’s Degree
- Ability to work in the DC office at least four days per week.
- Eligible to work in the United States.
Additional:
- Experience with Caliper, ADP, PerformYard systems a plus.
- People management experience with 5+ years managing direct reports.
- Professional HR Certification or equivalent education.
- Proven ability to lead HR strategy in a fast-paced environment.
- Extensive knowledge of inclusion principles and best practices.
- Expertise in HR compliance, workforce planning, and organizational development.
- Strong risk management experience, including legal counsel engagement.
- Exceptional written and verbal communication skills.
- Ability to drive change and champion HR innovation.

Salary & Benefits:
CEBA offers competitive compensation, and a comprehensive benefits package designed to support the individual holistically. Employees are eligible to participate in CEBA’s annual bonus/incentive plan based on both organizational and individual performance.
The compensation range for this role is $125,000-$140,000 plus a generous discretionary bonus package.
