Position Overview:

Reporting to the SVP of Government Affairs, the Director/Senior Director of Government Affairs will assume a major leadership role in the CEBA’s Government Affairs team. To leverage the voice of our 400+ members, whose combined market capitalization exceeds $20T, requires world class stakeholder management. The Government Affairs team needs to manage and leverage relationships with our corporate member’s Government Affairs teams, members of Congress and their staff, political appointees and their staff, agency heads and the administration, a significant coalition of NGO and policy think tanks, and our lobbyists.

The Government Affairs team works in partnership with the Policy team with primary responsibility to inform and influence policy objectives with political intelligence to provide an accurate picture of the will of Congress, by building and maintaining deep relationships with elected and appointed officials and their staff in pursuit of legislative and regulatory objectives.

The mission of CEBA’s Government Affairs team is to parse CEBA’s major policy objectives into pragmatic legislative and regulatory initiatives that have a reasonable chance of success, while building CEBA’s political brand and sowing seeds for future, longer-term legislative and regulatory wins.

Qualifications

  • A significant and mature political network on both sides of the aisle, with a premium placed on Republican relationships in both the House and Senate at a member, senior staff, and committee staff level for committees of jurisdiction such as E&C, T&I, HW&M, FSA, E&NR, EPW or NR.
  • A mission driven interest and solid understanding of clean energy policy across all sources of energy, transmission and permitting.  
  • A solid and broad understanding of legislative process, behaviors and norms of both chambers and their interaction with the Administration and agencies.
  • Demonstrated political instincts, derived from direct personal experience.
  • The ability to think strategically while operating tactically.
  • 10+ years direct federal legislative experience including some time at a senior level.
  • Direct advocacy experience derived from lobbying or committee work or from taking responsibility for progressing serious legislation for an active member.

Responsibilities

  • Play a leadership role in developing and executing CEBA’s campaign strategy for policy projection and advocacy through lobbying, intelligence gathering, analysis, and campaign management.
  • Develop and maintain CEBA’s slate of elected and politically appointed officials.  
  • Consistently demonstrate excellent verbal and written communication and a willingness to lead by example regarding the gathering, recording and management of political intelligence.
  • Simplify complex issues to identify and articulate realistic political pathways to achieve policy objectives.
  • Develop and execute a strategy to manage a large stakeholder community of elected and appointed officials, their staff, philanthropic donors, corporate members and external partners in pursuit of CEBA’s policy objectives.
  • Direct junior staff to track, collect and analyze all federal developments and provide insightful and timely analysis to guide strategic and tactical engagement toward delivery of policy outcomes.
  • Steward existing relationships and develop new relationships with federal elected and appointed officials to ensure timely access and a detailed understanding of their priorities, motivations and personal career objectives.
  • Serve as the gateway for CEBA to committee staff, elected and appointed officials to develop CEBA’s honest broker political and policy brand.
  • Lead the Government Affairs team to develop deeper engagement between CEBA’s policy expertise and senior legislation and agency staff.
  • Play a leadership role in defining and setting goals for the Government Affairs team.
  • Attend and play a clear leadership role at political fundraising and policy events.
  • Develop advocacy talking points using concise, persuasive and structured language that can be easily received by elected officials, political appointees and their staff.
  • Partner with CEBA’s Policy team to articulate and summarize political, policy and legislative objectives in preparation for educational and lobbying advocacy engagements.
  • Partner with CEBA’s Policy and Corporate Communications teams while maintaining the scope, objectives and approach of the GA strategy
  • Work closely with CEBA’s Policy team to ensure that policy and legislative objectives remain politically realistic.
  • Prepare regular communication for the government affairs offices of CEBA’s membership.
  • Provide strategic direction to team members and ensure that activities and goals are appropriately resourced and staff are set up for success.
  • Articulate a shared standard of excellence and provide coaching to team members to ensure finished work products are delivered against that standard.
  • Effectively and quickly establish new priorities and strategies when faced with rapid change and uncertainty.
  • Write regular internal and external communications summarizing the political status of policy objectives and articulating clear next steps at a strategic and tactical level.

  • Excellent organizational and interpersonal communications including experience in creating high quality presentations.
  • Experience with relationship management of large stakeholder communities.
  • A strong desire to help others balanced with an ability to communicate in a direct and forceful manner when necessary.
  • Independently determine efficient and effective work methods.
  • A calm approach to managing multiple tasks and ability to independently prioritize the work of others.
  • Ability to travel up to 30%
  • Eligible to work in the United States.
