Testimony by Steven Nadel Before the New Jersey Board of Public Utilities on the Revised CRA Straw Proposal

New Jersey used to be a leader in energy efficiency (it ranked #8 in the 2007 ACEEE State Energy Efficiency Scorecard), but it has been steadily slipping to the middle of the pack (#16 in the 2012 Scorecard).   Energy efficiency is generally less expensive and more labor intensive than new electric supplies and therefore New Jersey ratepayers and job-seekers will benefit from increasing energy savings from the New Jersey Clean Energy Programs.  New Jersey should ramp up its energy savings goals and spending over the next several years in order to again join the leaders.  We provide specific data and recommendations.
