ACEEE State Policy Toolkit: Guidance on Measuring the Economic Development Benefits of Energy Efficiency

Many jurisdictions are increasingly interested in accounting for the economic development and job-creation benefits of energy efficiency and other clean energy investments. This toolkit describes five practical approaches they can use to estimate these economic impacts, including the pros and cons of each method. It analyzes two studies of the most commonly used efficiency modeling tools and concludes with a survey of state initiatives to include economic development benefits in efficiency cost tests.
