Testimony of John A. “Skip” Laitner, Therese Langer, and Catherine Bell, American Council for an Energy-Efficient Economy (ACEEE) Before the National Highway Traffic Safety Administration and the U.S. Environmental Protection Agency

On January 24, 2012, John A. “Skip” Laitner, Director of Social & Economic Analysis at the American Council for an Energy-Efficient Economy (ACEEE), testified at the third and final hearing for the Environmental Protection Agency (EPA) and National Highway Traffic Safety Administration (NHTSA) joint proposed rules ‘‘2017 and Later Model Year Light-Duty Vehicle Greenhouse Gas Emissions and Corporate Average Fuel Economy Standards’’ in San Francisco, California. The new rule will raise average new car and light truck fuel economy to 49.6 miles per gallon by 2025. He applauded the EPA and NHTSA’s effort to promote cost-effective consumer investments in fuel-efficient vehicles that will in turn stimulate economic activity and create an estimated net gain of 300,000 to 400,000 jobs per year on average over the period 2017 to 2025.
