Energy Efficiency Resource Standards: Experience and Recommendations

An Energy Efficiency Resource Standard (EERS) consists of electric and gas savings targets for utilities, often with flexibility to achieve them through a market-based trading system or a buyout-option to purchase credits at a default price. EERS’ and related policies are now in effect in six U.S. states as well as four European countries. This report summarizes experiences to date and makes recommendations for state and federal policies.
