The American Council for an Energy-Efficient Economy (ACEEE), a leading national research organization based in Washington, DC, seeks a manager for a new initiative designed to scale up energy upgrades in low- and moderate-income homes. The initiative will drive policy and program innovation among eligible cities, counties, and states, as well as their critical community-based and private-sector stakeholders.

The manager will be a member of ACEEE’s Local Policy program, providing research, training, and technical assistance support as part of the Residential Retrofits for Energy Equity. This project aims to scale up energy retrofits of low- and moderate-income housing, in part by leveraging new federal funding sources. This position is part of a five-person core retrofit initiative team that collaborates with many additional staff from across ACEEE programs and partner organizations. The person in this role will project-manage research projects, conduct research, develop expertise in federal funding opportunities available to states/localities, and otherwise support state and local teams (i.e., eligible state and local governments and their critical private sector stakeholders) that are developing programs to improve the energy efficiency of local affordable housing. Key stakeholders in these efforts include housing, health, workforce development, energy advocates and practitioners, community-based organizations and leaders, utilities, affordable housing providers, community development financial institutions, green banks, and private industry.
The result of the above-mentioned capacity building efforts will be expanded, community-driven policies and programs nationwide that accelerate best-practice retrofit activities that achieve climate change, economic development, health, and racial equity goals. The individual in this position will contribute to a transformational project working to extend energy efficiency’s benefits to under-resourced community members who have not traditionally reaped the full benefits of energy efficiency.
- Support state and local government teams working to develop energy efficiency retrofit programs for affordable housing
- Project-manage small research teams to conduct research and produce technical assistance
- Create realistic project timelines and hold research teams accountable to meeting deadlines while delivering high-quality work products
- Conduct research, writing, and editing; manage review processes for written products in coordination with the ACEEE Communications Team
- Assist with the development of a hub of technical resources that cities and states can use to scale their retrofit programs
- Develop expertise on federal funding opportunities to retrofit affordable housing and develop guidance on accessing and deploying these resources at the state/local level
- In coordination with ACEEE's Federal Policy program, serve as a resource to ACEEE staff and state/local government teams across the country regarding federal funding opportunities
- Engage with internal staff and partners to support other key aspects of the retrofit initiative such as initiative design, development of materials, trainings, technical assistance, outreach, and grant reporting
- Assist with other local policy projects

Required Education and Experience:
- An advanced degree (e.g., Master’s, PhD) in a relevant field such as public policy, environmental studies, or urban planning/studies, or equivalent experience
- At least five years of relevant experience
- Experience serving in a role supervising or project managing multi-disciplinary, complex projects
- Experience engaging with grassroots groups involved in community organizing, environmental justice, housing justice, and/or tenant rights preferred
- Experience providing technical assistance to government agencies preferred
Preferred start date: February 1, 2023. The position is located in Washington, DC or can be remote.
Salary: This is a full-time, exempt position. Salary is commensurate with qualifications and experience. Salary range is $79,048 - $98,810. ACEEE’s generous benefits package includes health, dental, vision, disability, and life insurance coverage; a 403(b) retirement plan; transportation and bike-share benefits; three weeks of vacation in the first year and four weeks thereafter.
