This report discusses and analyzes six major initiatives to supplement the Clinton Administration's Climate Change Action Plan. By adopting these initiatives, the U.S. could reduce its greenhouse gas emissions to 1990 levels (or below) by 2000 and continue the downward trend in emissions after 2000.
