This book reviews and analyzes a variety of studies that have been made to quantify the externalities (environmental costs or damages) caused by electricity supply and demand-reduction technologies. It looks at ways to include these costs in electric utility planning, bid evaluation and resource selection procedures. It also surveys the means by which state regulatory commissions have required such costs to be incorporated.
