This study describes what can be done to break the electricity-GNP growth link in the U.S. It examines the causes of and cures for underinvestment in energy efficiency in electricity production and use. Policy initiatives are proposed to spur greater utility efforts in this area, and the energy, economic and environmental impacts of pursuing these initiatives are assessed.
