Meeting Essential Needs: The Results of a National Search for Exemplary Utility-Funded Low-Income Energy Efficiency Programs

In the spring of 2005, ACEEE initiated a national search for "exemplary" utility-funded low-income energy efficiency programs, noteworthy for the quality of their design, delivery, and overall effectiveness. This report presents summary observations and discusses distinguishing traits of 24 leading programs selected in this project. It also provides a catalog of descriptive profiles of the selected programs, which encompass a wide range of approaches, structures, and services found in programs addressing the needs of low- and limited-income customers.
