Abstract
The analysis in this study provides regulators with a solid empirical basis for
evaluating rate impact claims. It analyzes data on rate impacts of DSM
programs, including the level of utility DSM expenditures, how DSM expenses are
recovered, and factors that are linked to high and low rate impacts.
Implications of these findings for DSM cost recovery are also discussed.
