The Climate Change Action Plan as an Economic Development Strategy for the United States

Summary

This evaluation of the macroeconomic benefits of the Clinton Administration's Climate Change Action Plan finds that lowering carbon emissions to 1990 levels by the year 2000 could generate a net employment increase of 157,000 jobs. This figure would rise to about 260,000 jobs by 2010.
