Financial Incentives

House Bill No. 1, Alternative Energy Investment Act

Summary: In July 2008, Governor Edward Rendell signed the Alternative Energy Investment Act into law creating a $650 million alternative energy fund. Energy efficiency allocations of the fund include $40 million to help start-up businesses involved in energy efficiency technologies and $25 million in grants and loans to improve the energy efficiency of new and existing homes and small business buildings. The law also includes $92.5 million that will be allocated over the next eight years to support loans, grants, and rebates for up to 25% of the cost of energy efficiency improvements to homes and small businesses.

Keystone HELP Energy Efficiency Loan and Rebate Program

Summary: The Keystone HELP Energy Efficiency Loan & Rebate Program is designed to help homeowners improve energy efficiency with special financing and rebates for high-efficiency heating, air conditioning, insulation, windows, doors, geothermal and “whole house” improvements. Principally supported by the Pennsylvania Department of Environmental Protection, the Pennsylvania Treasury Department and the Pennsylvania Housing Finance Agency, the Keystone HELP program is administered by AFC First Financial Corporation, a Pennsylvania energy efficiency lender.
