Interconnection Standard: Pennsylvania Administrative Code Title 52, Chapter 75, Subchapter C |
Summary: Pennsylvania, in accordance with its Alternative Energy Portfolio Standards Act of 2004, adopted interconnection standards for DG, including CHP, in August 2006. The standards cover four different tiers of interconnection, up to 2MW in size. Specific technical screens and timelines are associated with each level of interconnection. Pennsylvania’s standards were based upon the model interconnection standards promulgated by the Mid-Atlantic Distributed Resources Initiative Working Group, and also adhere to the technical standards delineated in the IEEE 1547 interconnection standards.

Description: The Pennsylvania Energy Development Authority (PEDA) issues periodic funding solicitations to provide support for innovative, advanced energy projects. PEDA's April 2009 solicitation offers $21 million in total funding to support in-state projects, including recycled energy and energy recovery. Applicants are generally expected to share some costs of match funds. The solicitation is open to corporations, nonprofits, colleges and universities, and other Pennsylvania entities. The 2009 program is supported in part through funding from the federal American Recovery and Reinvestment Act of 2009 (ARRA). Projects that receive ARRA funding must commence work within 120 days of the grant agreement and be completed within 18 months.

Standby Rates: PECO Energy Company (Exelon)’s Auxiliary Service Rider and PPL Electric Utilities Corporation Rate 6A |
Summary: For customers desiring standby service, PECO Energy Company will develop a contract for a specific amount of demand capacity. Charges will then be based on the contract demand and actual energy use. This is viewed as neutral to CHP deployment. PPL Electric Utilities Corporation’s policy is to provide standby service through its Rate 6A for PURPA Qualifying Facilities (QFs), while non-QF facilities are subject to a less beneficial rate. Rate 6A includes a reservation charge based on contract demand, assessed when standby power is not used. When standby power is used, a rate that is balanced between demand and energy charges is assessed. This rate is viewed as neutral to CHP.

CHP in Renewable Portfolio/Energy Efficiency Standards: Pennsylvania Alternative Energy Portfolio Standard |
Summary: In 2004 Pennsylvania adopted its Alternative Energy Portfolio Standard and then amended it in 2007. The standard requires all electric distribution companies and retail electric generation suppliers to ensure that 18% of their electricity is derived from alternative energy resources by 2020. The standard divides these requirements into three tiers to develop a compliance schedule to gradually reach the 18% goal. CHP is part of Tier II, which must comprise 10% of the total electricity supply by 2020. The other 8% is to be comprised of renewable resources.
