Summary
North Dakota's utilities generally have not funded energy efficiency programs or offered them to their customers, with the exception of a few publicly owned utilities. This picture will soon change significantly. In January 2009, the Public Service Commission held a workshop to explore policies and methodologies for evaluating utility energy efficiency and load management programs.
In February 2009, Otter Tail Company submitted a two-year energy efficiency plan and cost recovery mechanism (PU-09-072). The plan proposes to spend $1.2 million and save around 7,400 MWh annually. The proposal currently awaits a decision by the Commission.
In November 2008, the Commission approved a Demand Side Management Program and cost recovery rider proposed by Xcel Energy in Case PU-08-171. The slate of programs proposed for 2009 has a budget of about $1.1 million. According to the Energy Information Administration, North Dakota utilities spent $668,000 on energy efficiency in 2007, saving 266 MWh.
