Distributed Generation Policies:

Output-Based Emissions Regulations: New Hampshire House Bill 284

Summary: In 2002, the New Hampshire legislature passed legislation to cap emissions on older power plants of four air pollutants: SO2, NOx, CO2 and mercury. These regulations use output-based methods to measure emissions and impact several power plants that were in existence prior to the legislation. However, the legislation does not apply to CHP systems generally.

Standby Rates: Public Service Company of New Hampshire Rate D and Unitil Energy Systems Standby Service Policy

Summary: The Public Service Company of New Hampshire (PSNH) charges standby service under Rate D. Under that tariff, demand and energy charges are balanced, with demand based upon a calculated maximum. Unitil Energy Systems charges for standby service under its auxiliary service rate, or G1. That rates charges for service using somewhat balanced demand and energy charges. Both of these rates are viewed as neutral toward CHP.
