Summary

Nebraska's electric utilities are all publicly-owned. There is limited energy efficiency activity statewide; the Omaha Public Power District accounts for most utility program spending and efforts in the state. The Nebraska Energy Office administers a loan program for energy efficiency improvements using federal and state funding. The Energy Office also drafts energy plans; the draft 2009 plan places a heavy emphasis on energy efficiency.

According to the Energy Information Administration, Nebraska electric utilities spent $948,000 on energy efficiency in 2007 and reported savings of 6,902 MWh.

Nebraska utilities do not offer natural gas energy efficiency programs at this time.



Customer Energy Efficiency Programs

There are few utility customer energy efficiency programs in Nebraska. Only the utility serving the City of Omaha reports any significant program spending. In its draft 2009 Energy Plan, the Nebraska Energy Office places a heavy emphasis on encouraging energy efficiency in buildings by enforcing building codes and designing programs to improve energy performance in residential, commercial, and public buildings. The draft plan also lays out a strategy to improve efficiency in the agricultural sector. According to the Energy Information Administration, Nebraska electric utilities reported saving 6,902 MWh in 2007, 0.02% of total retail sales.

Nebraska utilities do not offer natural gas energy efficiency programs at this time.

Program Funding

Statewide spending on customer energy efficiency programs in 2006 was $866,000. The Omaha Public Power District accounts for most of this total—about $800,000. Two small public utilities report minimal expenditures on energy efficiency programs. According to the Energy Information Administration, Nebraska electric utilities spent $948,000 on energy efficiency in 2007, 0.05% of total spending. On April 1, 2009, the Nebraska Public Power District (NPPD) deposited $500,000 with the state's Dollar and Energy Saving Loan Program so the Energy Office could make 2.5% loans to NPPD customers to finance heat pumps, programmable thermostats and backup natural gas furnaces. So far, there has been no funding for natural gas programs.

Energy Efficiency as a Resource

The Nebraska Energy Office initiated a statewide energy planning process in early 2008 that is to examine such energy options as energy efficiency and renewable energy. The plan is not yet final, but the interim plan recognizes energy efficiency as a resource on par with traditional generation sources.
