New and Existing State Building Requirements

Summary: Montana Governor Brian Schweitzer’s 20 x 10 Initiative, announced in January 2008, directs state government agencies to reduce their energy consumption by 20% by the end of 2010.

Statute (House Bill 12) directs the Department of Environmental Quality to identify state buildings that have a potential for energy savings, based on age, energy use, function, and condition of the building. The department shall select certain facilities for in-depth energy analyses to identify the technical and financial feasibility of making energy conservation improvements to the facilities. If the estimated savings are determined to be greater than the bond payment costs for a particular project, the department shall notify the department of administration. Upon receipt of the notification, the department of administration shall implement a design and construction project using bond proceeds for the costs of the project.

Summary: SB 449 (signed May 8, 2007) requires that all state vehicles purchased on or after January 1, 2008, meet or exceed the current federal Corporate Average Fuel Economy (CAFE) standard, and agencies must develop and implement programs to reduce fuel consumption in agency vehicles. Certain state vehicles are exempt from these requirements.
