Clean Distributed Generation
Distributed Generation Policies:

Standby Rates: Central Maine Power Company Rate SB

Summary: Central Maine Power Company, the largest investor-owned utility in Maine, provides standby service to CHP systems under its Rate SB. This rate has a minimum flat standby charge of $2,000, and then charges actual usage under the customer’s regular rate using the peak monthly demand to charge for usage on standby days. This is seen as neutral toward CHP deployment.

CHP in Renewable Portfolio/Energy Efficiency Standards: Renewable Resources Portfolio Requirement

Summary: Adopted in 1999, Maine’s Renewable Resources Portfolio Requirement allows CHP to count towards renewable resources in the state, provided it is at least 60% efficient. Maine electricity providers must supply at least 30% of their total sales as renewable resources. In 2007, Maine created mandatory standards for new generation resources, with a goal of 10% of new energy resources to be supplied by renewable resources by 2017.

Output-Based Emissions Regulations: Code of Maine Rules, Department of Environmental Protection Chapter 148

Summary: Applicable to generators larger than 50kW, Maine’s output-based regulations promulgate standards for NOx, SO2, particulate matter and CO emissions. CHP systems receive credit for heat recovery, and that thermal credit can be taken as long as the system is at least 55% efficient.
