Summary:

Residential buildings must meet the 2006 IRC with reference to the 2006 IECC. ASHARE/IESNA 90.1-2004 is mandatory for commercial buildings while the 2006 IECC is mandatory for those buildings not covered by ASHRAE, i.e. all multi-unit low-rise (3 or fewer stories) residential buildings.
