New and Existing State Building Requirements

Summary: House Bill (HB) 2, signed by Governor Beshear on April 24, 2008, encourages the use of green building principles and energy saving contracts for state-owned buildings. The bill provides for implementation of low cost/no cost energy conservation measures, engineering analyses, energy efficiency measures, building improvements, and monitoring of results for state-owned or state-leased buildings.

House Bill 299 (2006) requires a life-cycle cost comparison of at least two types of energy-efficient HVAC equipment, including geothermal equipment when feasible, for every bid for new construction or for existing facility upgrade.

Summary: House Bill 2, signed by Governor Beshear on April 24, 2008, requires that state procurement policies promote the purchase of ENERGY STAR-qualified products to the extent feasible.

Note: For state efficient fleet initiatives, policies listed must make a specific, mandatory requirement for increasing state fleet efficiency. State alternative-fuel vehicle procurement requirements that give a voluntary option to count efficient vehicles are thus not included.
