Description: Idaho offers a sales-and-use tax rebate for qualifying equipment and machinery used to generate electricity from alternative sources as well as cogeneration. Purchasers qualify for a rebate only if the equipment is used to develop a facility or a project capable of generating at least 25 kW of electricity.

Description: The Idaho Office of Energy Resources administers low-interest loan programs for energy efficiency projects. The interest rate is 4% with a 5-year repayment term. Loans are available for retrofit only, with the exception of some renewable resources. For existing homes or businesses, the savings from reduced usage of conventional fuel must be sufficient to pay for the project’s installation cost (e.g. simple payback of 15 years or less).

| Standby Rates: Avista Corporation Standby Policy and Idaho Power Company Schedule 45 and 19 |
Description: Avista Corporation provides standby service to CHP systems under regular utility tariffs. These rates generally have moderate demand and energy charges. Idaho Power Company provides standby service to CHP systems by assessing a reservation charge based upon requested standby capacity. Usage is charged through Schedule 19, which has a demand-based component. There is a high penalty for exceeding contract demand. Both of these rates are viewed as neutral toward CHP.
