Testimony of ACEEE Executive Director Steven Nadel to the Senate Energy and Natural Resources Committee Subcommittee on Energy

This testimony, presented at a hearing titled “Lessons for Federal Policy from State Efficiency and Renewable Programs," discusses the areas in which states are taking action on energy efficiency. Six areas are discussed in detail: utility programs and policies, building benchmarking and disclosure, financing, state lead-by-example efforts, combined heat and power systems, and building codes. Along with examples of states that show leadership in each area, the testimony includes recommendations for states and the federal government. The testimony also discusses using energy efficiency to reduce demand for propane and fuel oil.
