REFLECTIONS ON THE 2004 NATIONAL SYMPOSIUM ON MARKET TRANSFORMATION

The American Council for an Energy-Efficient Economy (ACEEE) and the Consortium for Energy Efficiency (CEE) co-hosted the eighth annual National Symposium on Market Transformation on March 1-2, 2004 in Washington, D.C. Over 300 market transformation professionals representing national, state, and regional energy efficiency organizations, utilities, government agencies, research organizations, consulting firms, manufacturers, and other interests participated in more than 25 sessions covering the latest developments in the field. In keeping with the theme "Market Transformation: Delivering Results," presentations highlighted the successes achieved to date, examined the current state of program design and the role of evaluation in demonstrating results, and contemplated the best approaches for meeting future challenges.

An opening plenary set the stage as three prominent figures in the market transformation community shared their perspectives on the past, present, and future of market transformation. Not content to dwell solely on the successes, the speakers also offered up lessons from less effective efforts, outlined the challenges we face in the here and now, and gave a frank assessment of the obstacles to continued success. The issues raised in the plenary were revisited throughout the conference as participants discussed the status of existing initiatives and explored new topic areas.

Breakout sessions included updates on the latest developments in residential appliance and lighting programs, commercial and residential new construction, commercial building performance and retrocommissioning, motor management, evaluation practices, and demand response efforts, among others. New session topics that generated particular interest included natural gas efficiency and the challenges of maintaining program funding in an era of declining state budgets. A greater emphasis on field performance was evident in sessions on residential and commercial HVAC systems. New directions in commercial lighting technology and residential appliances were presented along with the implications of these developments for long-standing programs devoted to these end uses. Successful residential contractors presented their experiences selling comprehensive home performance upgrades to their customers. In the popular Regional Roundup, the audience heard the latest from the workhorses that have been driving market transformation over the past decade, as well as word of increased activity from newcomers in the Southwest and Texas and initial stirrings from the Southeast. Finally, in a special lunch presentation, attendees got a preview of the new Energy Hog education campaign targeting energy efficiency messages to the national audience of 8 to 12 year olds.
