Synopsis - "Benchmarking in the DSM Business"

The reporting issues in the utility industry are complex, and especially in the demand-side management (DSM) area. As one example, an ACEEE summary paper (State Scorecard on Utility and Public Benefits Energy Efficiency Programs: An Update) stated that they found "comparability" problems with the Energy Information Administration (EIA) energy savings numbers, and the report then focussed primarily on the investment dollars, as they appeared much less prone to "variations". While the EIA has two clear categories for energy savings numbers, they likely need more categories and better descriptions so the utilities can know what they are reporting. This industry needs to be able to benchmark and transfer/share data and information, and a common, concise reporting currency is required.
As utility information and planning needs are much more complex now than
they were in the 1990s, BC Hydro's Power Smart has been working
through these internal reporting challenges for the last four years.
The introduction to this session (and an accompanying background
paper) will suggest approaches for reporting (and forecasting) energy
savings so that all stakeholders, both inside and outside the organization,
can understand and use the information. A related
session on energy savings accounting will take place on Monday
at 2:00.
