Synopsis - "CFLs and Mercury:
Environmental Consequences, Policy Implications and Impacts on Lighting Programs"

Compact fluorescent lamps (CFLs) present a unique conundrum for the environmental community: Their substantial energy-saving benefits recently have been shadowed by concerns about their mercury content, an element essential to their operation. The hazards associated with mercury emissions in the environment are profound and well understood. However, in the broader context of environmental impact and benefits this informal session will assert that CFLs still remain the environmentally preferable product whether they are recycled or not. Nevertheless, government, utilities and market transformation organizations must be prepared to address public concerns. Many mercury-reduction advocates have taken a zero-tolerance approach, and a number of states have passed or are contemplating legislation both presenting important considerations for organizations supporting lighting programs. This session will discuss these facets (including California's proposed SB 1180 that would impose a fee at the retail level to fund residential and small commercial recycling efforts) and the steps taken by the Northwest Energy Efficiency Alliance to respond to various stakeholder concerns.
