Energy efficiency projects compete with many other projects for available capital within a company. Low utility costs reduce the internal rates of return of energy efficiency investments and reduce the importance of energy efficiency to plant management. Increasing the challenge, some coal-producing states with low power costs offer minimal governmental incentives for industrial energy efficiency. How have utilities, trade associations, government agencies, and nonprofit groups successfully encouraged industrial energy efficiency programs in low-cost regions?
