California has tested a number of different approaches to energy efficiency
over the last several years from resource acquisition to market
transformation to demand reduction. The policy focus has often been on how
we administer programs rather than what would be effective in the
marketplace to achieve our goals. The goals themselves seem overlooked at
times as policy has dealt with the politically charged issues of who
receives the benefits and who profits by the delivery.
Join us for two hours off from such debate and sit calmly in the eye of the
storm with a diverse panel of California experts talking fundamentals. We
invite panel comment and open discussion in a back-to-the-basics session on:
what should California's energy efficiency goals be and what policy issues
need to be addressed to reach these goals? We may find ourselves speaking
of such long-lost subjects as measures, market potentials and customer
needs
