1. Identification of "productivity" proof adequate to satisfy investors

  • per building (technology exists)
  • grid analysis (requirements exist)
  • Megawatt solutions exist (PG&E's Aggregated Distributed Generation concept)
  • Negawatt solutions possible (both base and peak negawatt's)

2. Identification of sources of capital to finance Negawatts

  • Who finances Megawatts?
  • Negawatts (providing 30-50% annual returns over 10 year period)
  • California Power Authority ($4 billion of financing of no interest to power producers). How can this best be redirected to negawatt financings?

3. Energy Conservation Finance Institute

  • identifying enabling finance concepts
  • drafting legislative solutions ("the Energy Finance") toolkit
  • participating in demonstration projects
  • participation from utilities/building owners/capital sources/legal/accounting community
