Market approaches
to reduce emissions of greenhouse gases and other airborne pollutants,
such as SOx, NOx, particulates and toxics are increasingly being
considered or adopted to meet environmental objectives. For example,
initiatives such as the Climate Neutral Network and the Climate
Trust have created markets for "offsets" of carbon dioxide and other
greenhouse gases. Based on successful implementation of a trading
system for SO2 allowances under Title IV of the Clean Air Act Amendments
of 1990, the US Congress is presently considering a multi-pollutant
trading system to meet environmental objectives more effectively
than dealing with single pollutants independently.
Although energy
efficiency is clearly a potentially very cost-effective way to reduce
airborne emissions of concern, a number of barriers have made it
difficult to identify, finance and implement efficiency investments
for use as offsets or credits within pollutant trading systems.
The purpose of this informal session is to discuss the opportunities
for increased investment in energy efficiency that these growing
markets could provide and develop strategies for tapping into them.
The economic and environmental benefits of doing so are obvious,
but the practical details of implementation are numerous and challenging.
