Synopsis - "The Electricity Efficiency Performance Standard: A New Approach to National Electricity Policy"

For the last six years or so, the efficiency community has sought in vain to convince Congress that a national public benefits fund, matching state public benefits programs, was a needed and worthy approach. These appeals have failed: after the Congressional Budget Office labeled the PBF a tax, it was excluded from the Senate energy bill, and never gained headway in the House. As an alternative to the PBF approach, ACEEE has developed the concept of an Electricity Efficiency Performance Standard (EEPS) as a way to ensure efficiency gains in the electricity sector. EEPS would require electricity suppliers to obtain savings equal to 1% of previous year sales, for a ten-year period. Savings could come from customer end-use efficiency, generation effiiency improvements, and efficiency gains in transmission and distribution. A system of tradable credits, a three-year grace period for delivering savings, and a buyout option would make the EEPS even more market-based and flexible.
