Synopsis - "A New Energy Efficiency Evaluation Framework for California"

A new stage is beginning for Public Goods Charge-funded energy efficiency programs in California. The Public Utilities Commission has mandated the investor-owned utilities to manage a project to develop: (1) an updated framework for valuing energy efficiency program outcomes in a restructured market; and (2) new protocols for impact and process evaluation and for market assessment for individual programs. The California Measurement Advisory Council (CALMAC) will serve as the forum for gathering input from experts and stakeholders on the best directions to take. This informal session will provide a timely opportunity for input and exchange. What are the key issues in quantifying the value of energy efficiency programs? What are the most important things to measure to develop reliable estimates of the outcomes of energy efficiency programs?
